The analysis of the archive of the satellite measurements for the last 33 years and ground observations of the places and repeatability of flotsam appearance on the Peter the Great Bay islands indicate that transboundary transfer to the Russian waters in the northwestern part of the Japan Sea is governed by interannual, seasonal and synoptic variability of the surface circulation, does not directly depend on the winter conditions and takes place in all seasons. The northeastern current is accompanied with mesoscale cyclonic eddies, which induce intensive vertical and horizontal mixing in the Peter the Great Bay.
